2012 Scholarship Announcement

Application Receipt Deadline: Friday, March 30, 2012

Dear Scholarship Applicant:

The Korean American Bar Association of Southern California (KABA) is now accepting applications for the 2012 KABA Scholarships. Based on available funding, KABA will be awarding a number of $1,000 – $2,000 scholarships to law students in the Southern California area.

Kenneth B. Chang Memorial Scholarships

The scholarships were named in honor of Judge Kenneth B. Chang, who was KABA’s inaugural president and the first Korean American to be appointed to the Superior Court in Southern California. Judge Chang immigrated to the United States in the early 1950s and graduated from Santa Clara Law School. After working in a civil litigation firm, he joined the Santa Clara County District Attorney’s Office as a criminal prosecutor. In 1968, Judge Chang worked for the U.S. government in Korea, where he negotiated and drafted the Status of Forces Agreement, which set guidelines on the Korean government’s treatment of U.S. military personnel in Korea. He returned to Los Angeles in 1972, practicing in the private sector until 1980, when he was appointed to the Superior Court bench by Governor Jerry Brown. Judge Chang was the first and only Korean American judge in Los Angeles until 1998, since which time several Korean Americans have followed in Judge Chang’s footsteps to serve on the bench.

Additional scholarships are funded through the generous annual donations from the law firm of Lim Ruger & Kim and KABA Past Presidents, as well as other individual contributions.

To Apply

The scholarships are open to any law student who currently attends a law school in Southern California. We are seeking applicants who can demonstrate, through past, current or future contributions, a commitment to serving the Korean American community and/or Asian/Pacific Islander American community. Financial need and availability of other resources-including receipt of other scholarships, fellowships, and awards-may be a factor.

Students will be evaluated based on their completed applications and interviews may be scheduled. The scholarships will be presented at the 2012 KABA annual installation dinner on Thursday, April 19, 2012.

We invite you, year-round, to submit manuscripts of your original articles for possible publication in any then-current issue of the Korea University Law Review. The papers submitted no later than March 31 will be considered for the 11th volume of the Law Review, which will be published later this year.

The final decision on whether the manuscript is accepted for publication in the Law Review is made by the Faculty Editorial Board, in consultation with the results of three (3) anonymous referees’ review and the research of the Student Editorial Board. The decision of the Faculty Editorial Board will be informed as early as possible usually no later than three (3) months of submission. If any of the referees suggests possible revision or addition, such comment will be transmitted to the author and a short period for revision or addition given, if the author wishes to make the suggested revision or addition.

The event will begin with a brief introduction and “quick tips” from veteran and rising-star KABA attorneys and friends of KABA from different practice areas.  Then we will hold breakout sessions where multiple KABA and participating attorneys in various fields of practice will be stationed throughout the room.  Students will have the opportunity to meet informally with multiple attorneys to get a sense of the different practices out there within each umbrella practice group.

Come Support Koreatown by visiting

City Hall on March 7 at 9am!

Come join KABA and other Korean American community organizations at City Hall’s City Council chambers (200 N. Spring St.) as they rally to keep Koreatown whole in Los Angeles City Council District 13.

During the redistricting process to develop new Los Angeles City Council districts, KABA and many other Korean American community organizations supported keeping Koreatown united within District 13. The Redistricting Commission’s proposed map, however, disregarded the voices of hundreds of Koreatown supporters and sent the entirety of Koreatown into District 10. Procedural irregularities marred the integrity of the redistricting proceeding that led to this proposed map. For example, in one public hearing, nearly every Koreatown supporter sharing KABA’s position were moved “to the back of the line” and not allowed to speak until the end of a 5 hour hearing.  In a different hearing, supporters of the opposite position were given priority access.  Redistricting Commissioner David Roberti summed up the treatment of Koreatown best: “I am terribly guilt-ridden over the concerns of the Korean community . . . They did not win here, and 10 years ago [in the last redistricting] they didn’t win either.”

But the fight is not over. The Redistricting Commission’s draft map was sent to the Los Angeles City Council for approval or modification. The redistricting effort triggered the “political awakening” of Koreatown.  Keep up the momentum by joining fellow Koreatown supporters on March 7. KABA joins forces with the Latino American Community; help “Drop the Hate, Drop John & Ken”

Korean American businesses are out to rip people off“; Latino Americans hurt the community . . . KFI640′s radio hosts John & Ken “don’t seem to have met an ethnic group they like,” and have been spreading racially charged vitriol throughout Los Angeles for years. KFI640 recently suspended the shock jock duo for mocking Whitney Houston’s death, but that is only a start. Racially charged false stereotyping plays no part in moving a community forward and should be stopped.

KABA joins forces with the National Hispanic Media Coalition in a public service announcement, urging the show’s sponsors to take John & Ken off the air. The event will begin with a brief introduction and “quick tips” from veteran and rising-star KABA attorneys and friends of KABA from different practice areas.  Then we will hold breakout sessions where multiple KABA and participating attorneys in various fields of practice will be stationed throughout the room.  Students will have the opportunity to meet informally with multiple attorneys to get a sense of the different practices out there within each umbrella practice group.

A list of current attorney vacancies at the United States Department of Justice is available at the USDOJ website.  All interested applicants are encouraged to apply; however, please note that due to temporary funding restrictions DOJ may not be able to fill all of the currently advertised positions.

In addition, every year over 1,800 volunteer legal interns serve in DOJ components and U.S. Attorneys’ Offices throughout the country.  Law students who may be interested in a DOJ volunteer internship, are encouragee to review the many opportunities featured at the following link.
